Without Walls wishes to commission a review of its work with and support for Black, Asian and ethnically diverse artists, managers and outdoor arts sector professionals.

The consortium has, from its beginnings in 2007, placed a high priority on supporting work led by Black, Asian and ethnically diverse artists. This task is intended to review Without Walls reach and effectiveness, informed by recent discussions about equality and accessibility including issues arising from the Black Lives Matter movement.

An independent arts manager/researcher, a company or a consultant is invited to review previous and current activity across the Without Walls programme and consortium partners.

The review will also be informed by a consideration of current practice in other comparable organisations.

It is anticipated that the review will require some desk research, as well as interviews or meetings with artists, Board members, consortium partners, management staff and other identified contributors, including some who have not worked with Without Walls. Interviews can be conducted in confidence and reported anonymously as required.

Outcomes

The candidate is required to write a written report for, and make a presentation to, the Board summarising findings and making recommendations for any potential changes or actions. Depending on the findings the candidate may be invited to contribute further to implementation plans.

Timescale

Ideally Without Walls would like the research to take place during December 2020 – February 2021, reporting back to the board in February or early March. It is anticipated that the work will involve around 8-12 days of desk research, meetings, writing and completion of a report for the Board.

To respond to this brief please submit a proposal outlining:

  • how you would approach this brief indicating any issues for consideration
  • the proposed methodology, setting out the steps you would take to deliver the work
  • the skill and experience of the candidate/s including references and/or examples of previous work
  • Estimated timetable for delivery
  • Quotation for delivery of the work

The ideal candidate/s will have:

  • Demonstrable experience of the arts and cultural sector in the UK
  • Considerable experience of Black, Asian and ethnically diverse arts in the UK
  • experience of undertaking consultancy work and relevant research methodologies
  • experience of conducting interviews, analysing data and presenting clear reports
  • an understanding of the outdoor arts sector

Please send your proposals to Victoria Firth, General Manager: Strategy and Development at victoria@xtrax.org.uk

The deadline for receipt of tenders is 12 noon, Tuesday 10th November.
